The 3rd LMC Foreign Ministers' Meeting Convenes

On December 15, 2017, the 3rd Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting was held in Dali, Yunnan Province. Foreign Minister Wang Yi, Secretary of State and Minister of Foreign Affairs and International Cooperation Prak Sokhonn of Cambodia, Foreign Minister Don Pramudwinai of Thailand, Foreign Minister Saleumxay Kommasith of the Laos, Minister of State for Foreign Affairs U Kyaw Tin of Myanmar and Deputy Prime Minister and Foreign Minister Pham Binh Minh of Vietnam attended the meeting. All parties reviewed the progress made in the LMC, mapped out plans for the work in the next stage and made full preparation for the Second LMC Leaders' Meeting.

Wang Yi and Prak Sokhonn co-chaired the meeting.

Wang Yi expressed that the LMC is the first and new type of sub-regional cooperation mechanism featuring extensive consultation, joint contribution and shared benefits for the six countries along the Lancang-Mekong River basin. Since its launch over the past one and a half years, the LMC has made remarkable and substantial progress. All parties have taken effective actions to implement the consensus reached at the 1st LMC Leaders' Meeting, with significant outcomes achieved in mechanism building, cooperation projects being smoothly implemented and increasingly efficient capital arrangement. As a result, the momentum of all-round cooperation has taken its initial shape and various resources have been effectively mobilized to be involved in cooperation. The framework for future cooperation has basically taken shape, making the LMC embark on a journey towards an in-depth and practical direction.

Wang Yi noted that China and countries along the Mekong River are connected by mountains and rivers, and enjoy close people-to-people bonds, strong economic complementarities and shared future. The LMC is remarkably characterized by being practical and highly effective, being project-oriented and putting people's livelihood first. We do not go after a high-profile "talk shop", but a down-to-earth "bulldozer". We need to utilize the LMC platform to turn the inherent cooperation advantages and huge cooperation potential of the six countries into practical impetus for development and bright prospects for development, thus embarking on a sustainable development path featuring economic prosperity, social progress and beautiful environment. We will work together to build the Lancang-Mekong economic development belt and a community of shared future among Lancang-Mekong countries.

Attending Foreign Ministers highly agreed with Wang Yi's remarks, fully acknowledging the outstanding outcomes and development speed since the launch of the LMC. All parties believed that the LMC is a new type of sub-regional cooperation mechanism, and that the six countries have strong political will, economic complementarities and promising development prospects. All parties believed that with respective advantages, the LMC and other existing sub-regional cooperation mechanisms can complement each other and enjoy common development. All parties were in favour of China's plans and proposals for future development of the LMC, and supported the "3+5+X" cooperation framework, so as to advance more practical cooperation projects. All parties held that being in completely keeping with the three major pillars for the building of a community of the Association of Southeast Asian Nations (ASEAN), the LMC will not only benefit people in countries along the Lancang-Mekong River, but also vigorously facilitate the construction of ASEAN community. All parties agreed to be committed to establishing the Lancang-Mekong economic development belt along Lancang-Mekong River basin and pushing forward the building of a community of shared future among Lancang-Mekong countries, making greater contributions to better benefiting people of all countries in this region.

The outcome documents for the 2nd LMC Leaders' Meeting were discussed at the meeting and principled consensus was reached.

The meeting has issued a "Joint Press Communiqué of the 3rd LMC Foreign Ministers' Meeting and announced the List of the First Batch of Projects of LMC Special Fund". The meeting also announced to establish the Hotline Platform of LMC National Secretariats/Coordination Units and handed out the "Matrix of Follow-ups to the Outcomes of the First LMC Leaders' Meeting and the Second Foreign Ministers' Meeting".

Prior to the meeting, Wang Yi and Foreign Ministers of other countries visited the Photo Exhibition of the LMC Achievements, and attended the Launch of the official website of LMC China Secretariat.

After the meeting, Wang Yi and Prak Sokhonn jointly met the Chinese and foreign media.
