Wang Yi: Build and Share a World of Lasting Peace and Common Security Together

On February 17, 2017 local time, Foreign Minister Wang Yi attended the second stage of G20 Foreign Ministers' meeting in Bonn, Germany, and in his speech titled “Maintaining Peace in the Complex World”, he stressed that China always adheres to the path of peaceful development, and is committed to be a protector and builder of lasting peace of the world. China is willing to make joint efforts with the international community to build and share a world of lasting peace and common security together.

Wang Yi noted that the world today is not tranquil. Under the new situation, conflicts have varied causes, complicated links and far-reaching influences. In 2015, the UN put forward the idea of “lasting peace”. China fully recognizes this new exploration, and holds that the following should be done to effectively maintain lasting peace within the international community:

First, we should be guided by correct ideas. We should abandon the zero-sum mentality, foster a new vision of common, comprehensive, cooperative and sustainable security, and build the partnership based on the philosophy of “dialogue rather than confrontation, forming partnership rather than alliance”, which is the crucial proposition embodied in President Xi Jinping’s concept of a community of shared destiny for mankind, and the only way to a world of lasting peace and common security.

Second, we should follow general rules. We should stick to the purposes and principles of the UN Charter, especially such rules as respect for sovereignty of all countries, peaceful settlement of disputes and non-interference in other countries’ internal affairs. We should always adhere to it whether our ideas coincide or confront. The collective security mechanism with the UN Security Council as its core established by the Charter is an important guarantee for lasting peace, so we must steadfastly maintain it.

Third, we should advance with comprehensive measures. Conflict-prevention, peace-keeping, post-conflict rehabilitation and other jobs are the key elements of lasting peace, so we should have an overall and coordinated plan. Before taking intervention actions, we should fully hear the views of countries and regional organizations involved, and the judgment and decision should be made by the UN Security Council. The link between peace-keeping and rehabilitation should be strengthened, and the support for the capacity building of countries concerned should be made a priority.

Fourth, we should realize it with inclusive cooperation. The UN should play its main-channel role to provide an open and transparent platform for all to pool consensus through consultation and make concerted efforts through advantage complementarity. The G20 and other mechanisms should also give play to their respective advantages and make contributions to it.
