Wang Yi Meets with Deputy Prime Minister and Foreign Minister Pham Binh Minh of Viet Nam

On December 23, 2016, Foreign Minister Wang Yi met with Deputy Prime Minister and Foreign Minister Pham Binh Minh of Viet Nam during his attendance at the 2nd Lancang-Mekong Cooperation (LMC) Foreign Ministers' Meeting held in Siem Reap, Cambodia.

Wang Yi said that China and Viet Nam are both socialist countries sharing common ideals and beliefs. This year, after the 12th National Congress of the Communist Party of Viet Nam (CPV), General Secretaries of the Communist Party of China and the CPV sent special envoys and exchanged letters with each other, thus realizing a good start of China-Viet Nam relations in the new era. Both sides should continue to properly handle differences, constantly deepen mutually beneficial cooperation, make the two aspects promote each other and create a virtuous circle, so as to ensure the sound and stable development of China-Viet Nam relations.

Pham Binh Minh expressed that in recent years, China and Viet Nam have witnessed sound relations and gradually expanded cooperation in all fields. Viet Nam has become China's largest trade partner in the ASEAN. There will be a range of high-level exchanges in 2017. Viet Nam is willing to work with China to make careful preparation to ensure the success of the visits in a bid to inject new vitality to bilateral relations. Viet Nam is willing to speed up the strategic docking with China and further expand pragmatic cooperation. Viet Nam welcomes Chinese enterprises to invest more in Viet Nam and is also willing to work together with China to manage maritime differences and prevent relevant issues from destabilizing regional stability and interfering with the overall situation of bilateral cooperation.

Wang Yi said that though established not long ago, the LMC has been rather productive. The fundamental reason is that the LMC is adapted to the strong desire of the six countries to strengthen cooperation and is in line with the epochal trend of regional economic integration. The LMC will not replace other existing mechanisms related to Mekong River. Instead, they will complement and promote each other and form a joint force. Viet Nam is an important country along the Mekong River. China is willing to strengthen strategic communication and pragmatic cooperation with Viet Nam under the LMC framework, and jointly promote the in-depth and solid development of the LMC.

Pham Binh Minh said that the LMC is an important mechanism for equal participation of sub-regional countries. China is located in the upper reach of the Lancang River and Mekong River, while Viet Nam is located in the lower reach. Therefore, it is particularly important for the two countries to reinforce communication and coordination. Viet Nam supports and agrees to actively participate in the LMC, and stands ready to join hands with China to contribute to sub-regional development and bring more benefits to the people of all countries.
