At the invitation of President Pedro Pablo Kuczynski of Peru, President Xi Jinping arrived in Peru for attendance at the 24th APEC Economics Leaders' Meeting and state visit to the country from November 18 to 22, 2016. During the visit, witnessed by President Xi Jinping and President Pedro Pablo Kuczynski, Foreign Minister Wang Yi and Foreign Minister Ricardo Luna Mendoza of Peru signed the 2016-2021 Joint Action Plan between the Government of the People's Republic of China and the Government of the Republic of Peru.

The Joint Action Plan pointed out that both sides will exchange views on issues of common concerns in a timely manner through exchanges of visits between leaders and other ways. Both sides will continue to provide support to each other within their capabilities on issues regarding respective national interests and major concerns. Both sides agree to deepen dialogues and exchanges in foreign policies and multilateral affairs, jointly advance the construction of Forum between China and the Community of Latin American and Caribbean States and strengthen communication and coordination within the Forum for East Asia-Latin America Cooperation. Both sides will, on the basis of equality and mutual benefit, carry out cooperation in economy and trade, investment, production capacity, infrastructure and other areas as well as continue to strengthen cooperation under the APEC framework. Both sides will also deepen and expand cooperation in such areas as agriculture, industry, information communication, transportation, customs and taxes, quality inspection, civil affairs, culture, education, environmental protection, health care, journalism, tourism and maritime affairs.

The Joint Action Plan works in concert with the Joint Statement between the People's Republic of China and the Republic of Peru on Deepening Comprehensive Strategic Partnership issued by both sides during the state visit of President Pedro Pablo Kuczynski to China this September, injecting new impetus into the continuous and in-depth development of China-Peru comprehensive strategic partnership and the planning of bilateral exchanges and cooperation in various fields.
