On the afternoon of October 10, 2016, Premier Li Keqiang met in Macao with Prime Minister Carlos Agostinho do Rosário of Mozambique, who was in China to attend the Forum for Economic and Trade Cooperation between China and Portuguese-Speaking Countries.

Li Keqiang said that China and Mozambique enjoy profound traditional friendship, and both sides should make joint efforts to give play to political mutual trust and the advantage of economic complementarity in order to facilitate the transformation and upgrade of pragmatic cooperation. China is willing to dovetail the "Belt and Road" initiative with the development strategies of Mozambique and participate in Mozambique's infrastructure construction and operation in areas including roads, ports, and natural gas pipelines. The Chinese government supports domestic enterprises in investing in Mozambique's strong areas and jointly making good use of market rules and commercialization principles to help Mozambique transfer its resource superiority into development advantages, so as to lay a solid foundation for the independent and sustainable development of Mozambique and better realize mutual benefit and win-win results.

Carlos Agostinho do Rosário expressed his gratitude to China for helping Mozambique realize self-development. He noted that Mozambique is willing to well implement cooperation consensus between the two countries and strengthen cooperation in such fields as infrastructure construction, energy, agriculture, tourism and personnel training, so as to promote bilateral relations and cooperation for greater development.
