Xi Jinping Holds Talks with President Alexander Lukashenko of Belarus The Two Heads of State Decide to Establish China-Belarus Comprehensive Strategic Partnership Featuring Mutual Trust and Win-Win Cooperation

On September 29, 2016, President Xi Jinping held talks at the Great Hall of the People with President Alexander Lukashenko of Belarus. The two heads of state decided to establish China-Belarus comprehensive strategic partnership featuring mutual trust and win-win cooperation, develop all-weather friendship as well as jointly forge a community of common interests and shared destiny.

Xi Jinping pointed out that China and Belarus are good friends and partners with all sincerity and mutual help. At present, bilateral communication and cooperation are at the closest level ever in history, and bilateral relations are striding towards a higher level. The Chinese side is willing to, together with Belarus, safeguard the robust development momentum of China-Belarus relations and seize rare opportunities presented by the joint construction of “Belt and Road” to inject new and strong impetus into bilateral relations and better benefit the two peoples.

Xi Jinping stressed that China and Belarus should intensify mutual support and consolidate the cornerstone of political mutual trust. Both sides should maintain the momentum of high-level exchanges, firmly support each other on issues concerning respective core interests, realize the docking of each other’s development strategies and tighten the bond of common interests. The two countries should accelerate the joint construction of the “Belt and Road”, jointly promote the effective integration between the “Belt and Road” construction and the construction of the Eurasian Economic Union, enhance cooperation in trade, economy and investment, facilitate balanced development of bilateral trade and deepen cooperation in such fields as electromechanics, advanced technology, quality inspection and standardization. Efforts should also be devoted to striving for early harvest in cooperation in transportation, logistics, energy, information technology, mechanical manufacturing and other areas. We should speed up the construction of the China-Belarus industrial park, expand local cooperation and realize advantage complementarity and coordinated development. Both countries should strengthen security cooperation, preserve common security interests, deepen people-to-people and cultural exchanges and boost the connection between the people. The Chinese side supports Belarus in setting up more Confucius Institutes and Confucius Classrooms, and encourages exchanges and mutual visits between the students of the two countries. China and Belarus should further facilitate personal exchanges. It is hoped that both sides can well plan the celebration activities of the 25th anniversary of the establishment of China-Belarus diplomatic relationship to be hosted next year and reinforce coordination and cooperation in international and regional affairs. China stands ready to deepen cooperation with Belarus within multilateral frameworks including the UN, the Shanghai Cooperation Organization and the Conference on Interaction and Confidence Building Measures in Asia, so as to push forward international order towards a more just and reasonable direction.

Alexander Lukashenko congratulated China on successfully hosting the G20 Hangzhou Summit and the upcoming 67th National Day, and expressed that Belarus will always be a trustworthy partner and friend of China. As comprehensive strategic partners, both sides share a wide range of common interests and cooperation areas. Since the establishment of bilateral diplomatic relationship 25 years ago, bilateral relations have maintained high-level development with close exchanges at high level and varied levels as well as fruitful cooperation outcomes in all fields. The Belarusian side actively supports China’s “Belt and Road” initiative, and is willing to integrate the initiative with its own development strategies, elevate bilateral cooperation in economy, trade and investment to a new level and make the Belarus-China industrial park an exemplary project in the “Belt and Road” construction. Belarus is also willing to intensify cooperation in finance, people-to-people and cultural engagement, law enforcement, security, local affairs and other fields with China.

The two heads of state jointly signed the Joint Statement on Establishing Comprehensive Strategic Partnership Featuring Mutual Trust and Win-Win Cooperation Between the People’s Republic of China and the Republic of Belarus, and witnessed the signing of bilateral cooperation documents covering diplomacy, economy, trade, investment, education, science and technology, finance, agriculture, tourism, “Belt and Road” construction and other areas.

Xi Jinping accepted “Peace and Friendship” medal of Belarus awarded by Alexander Lukashenko.

Prior to the talks, Xi Jinping held a welcoming ceremony for Alexander Lukashenko at the square outside the East Gate of the Great Hall of the People. Vice Chairman of the Standing Committee of the National People's Congress Zhang Ping, State Councilor Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Liu Xiaofeng and others were present.
