2016/09/13

On September 13, 2016, President Xi Jinping met at the Great Hall of the People with Prime Minister Nguyen Xuan Phuc of Viet Nam.

Xi Jinping welcomed Prime Minister Nguyen Xuan Phuc to visit China, and congratulated on the 12th National Congress of the Communist Party of Viet Nam and the National Assembly of Viet Nam for electing new party and government leadership in succession. Xi Jinping pointed out that both China and Viet Nam adhere to Communist Party leadership and socialist system, which are the greatest common strategic interests of the two sides. Current China-Viet Nam relations maintain a momentum of positive development. It is hoped that both countries can intensify cooperation, maintain high-level exchanges, promote strategic integration, deepen mutually beneficial cooperation and enhance people-to-people and cultural exchanges, so as to boost bilateral comprehensive strategic partnership of cooperation to constantly reach new levels and bring more tangible benefits to people of both countries.

Xi Jinping stressed that both sides should make joint efforts to well implement high-level consensus reached by both parties and states, and guide the development of bilateral relations with high-level strategic communication. Both countries should persist in advancing cooperation in various fields in the spirit of mutual benefit and win-win results. The two sides should make full use of the planning and coordination role of the China-Viet Nam Steering Committee for Bilateral Cooperation, speed up the docking of development strategies of the "Belt and Road" initiative and the "Two Corridors and One Economic Circle" plan, forge a new platform for production capacity cooperation, and accelerate the construction of major infrastructure cooperation projects and cross-border economic cooperation zones. The two sides should adhere to seeking more welfare for the people with practical actions, build a solid public support to bilateral relations as well as consolidate the social foundation for bilateral relations. The two sides should insist on properly resolving the South China Sea issue through bilateral consultation. Common interests between China and Viet Nam far outweigh the differences. Both sides are fully capable of controlling differences and stepping up maritime cooperation through friendly consultations. Both sides should take advantage of existing negotiation mechanisms such as intergovernmental border talks, actively push forward follow-up work of joint inspection of waters outside the Beibu Gulf, push for more substantial progress from the joint development of wider areas in the South China Sea at an early date and transform maritime challenges into cooperation opportunities.

Nguyen Xuan Phuc expressed that Viet Nam and China are friendly neighbors linked by mountains and rivers. It is not only in accordance with the long-term and fundamental interests for the two countries but is conducive to regional peace and prosperity to inherit and carry forward bilateral traditional friendship carefully nurtured by older generations of leaders of the two countries including President Ho Chi Minh and Chairman Mao Zedong. Viet Nam remembers and appreciates the support and assistance of the Communist Party of China and the Chinese government to its national liberation and socialist construction, and always regards its relations with China as a priority in the country's foreign policy. Viet Nam hopes to continuously enhance political mutual trust, reinforce practical cooperation and effectively control differences with China, so as to advance bilateral traditional friendship and comprehensive strategic partnership of cooperation to develop in a stable and healthy manner.
