Xi Jinping Holds Talks with President Vladimir Putin of Russia Both Heads of State Stress Unswerving Commitment to Deepening China-Russia Comprehensive Strategic Partnership of Coordination

On June 25, 2016, President Xi Jinping held talks at the Great Hall of the People with President Vladimir Putin of Russia. The two heads of state agreed to stick to the spirit of strategic coordination and ever-lasting friendship, increase mutual support, enhance mutual political and strategic trust and unswervingly commit to deepening China-Russia comprehensive strategic partnership of coordination. Zhang Gaoli, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Vice Premier, attended the event.

Xi Jinping pointed out that in recent years, China and Russia have kept close high-level communication, brought the role of the top-level design and important guidance into play, maintained the China-Russia comprehensive strategic partnership of coordination at a high level, and injected positive energy into healthy development of international and regional arena. This year marks the 15th anniversary of the Treaty of Good-Neighborliness and Friendly Cooperation between China and Russia and the 20th anniversary of the establishment of China-Russia strategic partnership of coordination. The China-Russia strategic partnership of coordination defines the strategic nature of China-Russia relations while the treaty clarifies the philosophy of ever-lasting friendship between the two countries. The two major strategic decisions made by the two sides conform to the fundamental interests of the two countries and their peoples as well as the development trend of the times.

Xi Jinping stressed that China and Russia should increase mutual political support. Both sides should support each other on those issues involving respective core interests and constantly cement and deepen mutual political and strategic trust. Both as major economies and emerging markets in the world, China and Russia should push for broader regional economic cooperation by constantly deepening practical cooperation and alignment of interests, especially by dovetailing development strategies of both countries and stepping up cooperation in docking the "Belt and Road" initiative and the Eurasian Economic Union (EEU) construction, so as to cope with the difficulties and challenges faced by the global economic development together and maintain the sound development momentum of both economies. In recent years, China and Russia carried out vigorous cooperation in people-to-people and cultural exchanges, which were evidenced by the success of such state-level theme year events as state year, language year, tourism year, youth friendly exchanges year and media exchange year, boosting the mutual understanding and traditional friendship between the two peoples.

Xi Jinping noted that China and Russia should jointly safeguard the security of the neighborhood and reinforce coordination and cooperation in major international and regional hotspot issues. China and Russia, as permanent members of the UN Security Council and constructive forces in safeguarding regional and world security and stability, should firmly maintain the purposes and principles of the UN Charter, firmly stick to the basic norms governing international relations, steadfastly protect global strategic balance and stability, resolutely safeguard international justice and fairness, staunchly adhere to political settlement of state disputes and regional hotspot issues through friendly consultation and peaceful negotiations, continuously devote to a new type of international relationship with win-win cooperation as the core, and well safeguard the peaceful development of the world.

Vladimir Putin stated that a frequent contact between the Russian and Chinese heads of state is conducive to the Russia-China comprehensive strategic partnership of coordination. At present, Russia-China all-round relations maintain a rapid development, and the inter-governmental exchange and cooperation mechanisms between the two nations are efficient and fruitful, playing an important role in pushing forward bilateral mutually beneficial cooperation in extensive areas. As strategic partner of coordination of China, Russia is willing to render mutual understanding and support with China on issues concerning each other's core interests and major concerns. Russia agrees to enhance bilateral cooperation in trade, energy, high-tech, security, people-to-people and cultural engagement and other sectors, and backs the cooperation in docking the Eurasian Economic Union and Silk Road Economic Belt. As Russia and China hold similar stance in dealing with international affairs, it is necessary for both sides to maintain close communication and coordination.

Both sides also exchanged in-depth views on international and regional hotspot issues of common concern.

The two heads of state together listened to the work report delivered by relevant committees on bilateral cooperation. Zhang Gaoli, Chair of China-Russia Investment Cooperation Committee on the Chinese side, Chair of China-Russia Energy Cooperation Committee on the Chinese side and Vice Premier, Liu Yandong, Chair of China-Russia Committee on Humanities Cooperation on the Chinese side and Vice Premier, Wang Yang, Chairman of the Committee of China-Russia Prime Ministers' Regular Meeting on the Chinese side, Chairman of Regional Cooperation Council of North-East China and Russian Far East on the Chinese side and Vice Premier, Foreign Minister Wang Yi as well as First Deputy Prime Minister Igor Shuvalov, Deputy Prime Ministers Olga Golodets, Dmitry Rogozin and Yury Trutnev, also as Russian Chairs of relevant committees, Foreign Minister Sergey Lavrov of Russia, and other officials respectively reported on the positive achievements and relevant work plans of bilateral cooperation in various fields.

After the talks, the two heads of state jointly signed Joint Statement of the People's Republic of China and the Russian Federation, Joint Statement on Strengthening Global Strategic Stability Between the President of the People's Republic of China and President of the Russian Federation and Joint Statement on Promoting the Development of Information and Cyber Space Between the President of the People's Republic of China and President of the Russian Federation. They also witnessed the signing of over 30 cooperation documents covering economy, trade, diplomacy, infrastructure, technology innovation, agriculture, finance, energy, media, network, sports and other sectors.

Xi Jinping and President Vladimir Putin also met the press together.

Li Zhanshu, Member of the Political Bureau of the CPC Central Committee, Member of the Secretariat of the CPC Central Committee and Director of the General Office of the CPC Central Committee, State Councilor Yang Jiechi and others were present at above-mentioned events.

Prior to the talks, Xi Jinping held a welcoming ceremony for Vladimir Putin at the square outside the East Gate of the Great Hall of the People. Li Zhanshu, Vice-Chairman of the Standing Committee of the National People's Congress (NPC) Chen Zhu, Yang Jiechi, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) Chen Yuan and others were present at the ceremony.
