The Eighth Round of China-US Strategic and Economic Dialogue and the Seventh Round of China-US High-Level Consultation on People-to-People Exchange Open in Beijing

On June 6, 2016, the joint opening ceremony of the eighth round of China-US Strategic and Economic Dialogue and the seventh round of China-US High-Level Consultation on People-to-People Exchange was held at Diaoyutai State Guesthouse. Vice Premier Liu Yandong, Vice Premier Wang Yang and State Councilor Yang Jiechi, acting as special representatives of President Xi Jinping, as well as Secretary of State John Kerry and Treasury Secretary Jacob Lew of the US, acting as special representatives of President Barack Obama, attended and addressed the opening ceremony. About 500 representatives from various departments of the two countries participating in the dialogue and the consultation attended the opening ceremony.

Liu Yandong said in her speech that since the establishment of the mechanism of China-US High-Level Consultation on People-to-People Exchange 6 years ago, it has made considerable development. Both sides have reached over 400 achievements and consensuses, and more than 27 million people from the two countries have joined in the exchange programs, which play an important role in increasing understanding, deepening friendship and accumulating trust between the two peoples. Currently, both sides are striving to build a new model of China-US major-country relationship in accordance with the important consensus of the two heads of state. Guided by the important speech of President Xi Jinping, we should, together with the US, strengthen practical cooperation, earnestly implement consultation outcomes, and consolidate the public and cultural bases for China-US relations. We should focus on blazing new trails in a pioneering spirit, and build more platforms in education, science and technology, culture, health, sports, women, youth and other fields, so as to improve the construction of the mechanism of bilateral people-to-people and cultural exchanges. We should adhere to the spirit of perseverance, unremittingly encourage exchanges, advocate mutual learning, and push for sustainable development of people-to-people and cultural exchanges, in a move to let the spirits of mutual respect and win-win cooperation root in people’s hearts, and inject new impetus and add new energy to the development of China-US relations.

Wang Yang stated in his address that the construction of high-level and all-round strategic and economic dialogue mechanism between China and the US is a reflection of the growing maturity of bilateral relations, and is in the common interests of the two countries and the world at large. With joint efforts of the two sides, the dialogue boasts increasingly rich contents and yields growing achievements. Altogether 469 results have been achieved in the last seven rounds of economic dialogue. President Xi Jinping delivered an important speech at the joint opening ceremony of this conference, attaching high expectation to this round of dialogue. We stand ready to work with the US to enhance communication and coordination on macro-economic policies, negotiation on bilateral investment agreements and in-depth communication on global economic governance and other major topics, synergize consensus, and release a strong signal of China-US win-win cooperation. We are willing to reinforce consultation centered on finance, climate change, province-state cooperation and other areas, and endeavor to obtain more practical achievements, so as to write a new chapter of increasing mutual trust, managing and controlling differences, and expanding cooperation between China and the US.

Yang Jiechi said in his speech that President Xi Jinping's important speech has charted the course for the working groups of the two sides. We should proceed from the fundamental interests of our two peoples and the people across the world, conduct candid and in-depth exchanges of views over major bilateral, regional and global issues of common concern, enhance mutual understanding, deepen strategic mutual trust, and continuously inject new impetus to the development of bilateral relations. The two countries should respect each other’s core interests and major concerns, properly handle sensitive issues, expand bilateral cooperation in various fields, strengthen communication on regional hotspot issues, and deepen collective actions on global issues, so as to bring more tangible benefits to the two peoples and create more public goods for the world.

John Kerry said that the US and Chinese heads of state have shown firm determination to push forward the development of US-China relations and bilateral cooperation in their speeches. The US and China have conducted fruitful cooperation in areas such as responding to climate change and Ebola epidemic, promoting marine conservation, and dealing with international and regional hotspot issues. In the current era of globalization, the US and China must strengthen communication, enhance trust, and deepen cooperation to make contributions to the peace, stability and prosperity of the two countries and the world. It is hoped that working groups of the two sides will make joint efforts to this end.

Jacob Lew said that with positive results, the US-China economic dialogue mechanism has tightened economic bonds between the two countries and brought benefit to the two peoples. China still enjoys the most rapid economic growth in the world, and is committed to structural adjustment and transformation. As the US and China are the two largest economies, their economic policies not only determine their respective development prospect, but also have an important impact on the global economic development. In this round of economic dialogue, the two sides will carry out in-depth exchanges over a series of economic, financial and fiscal policies as well as global economic and financial governance to jointly promote sustainable and robust economic growth of the two countries and the world.

Before the opening ceremony of this round of dialogue and consultation, Liu Yandong and John Kerry jointly inspected the restoration project of the Qianlong Garden in the Forbidden City, a 15-year-long cooperation project between the Palace Museum and the World Monuments Fund of the US.

After the opening ceremony, Wang Yang and Jacob Lew co-chaired China-US economic dialogue. The two sides exchanged in-depth views on issues including macro-economic policy and situation as well as open trade and investment. Yang Jiechi and John Kerry co-chaired China-US strategic dialogue.

On the same day, Wang Yang, Yang Jiechi, John Kerry and Jacob Lew also co-chaired the special joint conference on climate change under the framework of China-US Strategic and Economic Dialogue. Yang Jiechi and John Kerry together attended the signing ceremony of China-US EcoPartnerships program and the China-US “Blue Ocean” Public Event.
