Zhang Gaoli Chairs 13th Meeting of China-Russia Energy Cooperation Committee and Attends Opening Ceremony of 2nd China-Russia SME Forum in Russia

On May 30, 2016, Vice Premier Zhang Gaoli co-chaired the 13th meeting of China-Russia Energy Cooperation Committee with Deputy Prime Minister Arkady Dvorkovich of Russia in Sochi and attended the opening ceremony of the 2nd China-Russia Small and Medium-sized Enterprises (SME) Forum.

When chairing the 13th meeting of China-Russia Energy Cooperation Committee, Zhang Gaoli said that under the strategic leadership of President Xi Jinping and President Vladimir Putin, China-Russia comprehensive strategic partnership of coordination enjoys stable development at high levels. We should make joint efforts to prepare for the meeting of the two heads of state in terms of energy cooperation.

Zhang Gaoli expressed that since the 12th meeting of China-Russia Energy Cooperation Committee, both sides have continued to expand and deepen energy cooperation, successfully conducted bilateral energy trade, substantially promoted cooperation of major strategic projects in the field of energy, and constantly expanded the fields of energy cooperation, yielding a series of new results. Both sides should continue to deepen practical cooperation in various fields including energy so as to provide important guarantee for the development and revitalization of both countries. We should remain confident in bilateral cooperation, further expand cooperation in more fields, innovate cooperation patterns and work together to establish China-Russia energy strategic cooperative relations so as to continuously promote energy cooperation for more practical achievements and benefit both countries and their peoples.

Arkady Dvorkovich expressed that at present, the Russia-China comprehensive strategic partnership of coordination has entered a new period. Both countries support each other in terms of sovereignty, security, territorial integrity and other critical issues. The practical cooperation in all fields proceeds smoothly, which complies with the fundamental interests and development requirements of both sides. Russia is satisfied with that. Russia is willing to work together with China to continue to promote cooperation in energy and other fields to constantly obtain new results.

During the meeting, the two sides exchanged in-depth views and reached broad consensus on the cooperation in the fields such as natural gas, petroleum, electricity, coal, nuclear power, technical equipment and renewable energy. After the meeting, Zhang Gaoli and Arkady Dvorkovych signed the minute of the meeting.

On the same day, Zhang Gaoli and Arkady Dvorkovych attended the opening ceremony of the second China-Russia SME Forum together and delivered speeches. Zhang Gaoli expressed in his remark that small and medium-sized enterprises, as important sources of developing vitality and internal impetus of the economy and society, play a significant role in promoting economic growth and improving people’s livelihood. Currently, small and medium-sized enterprises have become new forces of China-Russia practical cooperation, with enormous enthusiasm and considerable potential for the cooperation between small and medium-sized enterprises of the two countries. The two sides should focus on the practical cooperation between bilateral small and medium-sized enterprises to jointly push stable growth and structure optimization of the bilateral trade. The two sides should also regard the innovative cooperation between bilateral small and medium-sized enterprises as a key point to jointly cultivate new engines of innovative economic development. The two sides should explore converging points of in-depth cooperation with small and medium-sized enterprises as the basis to jointly open up new fields for cooperation. China’s economic development enters the new normal, but with strong resilience, great potential and adequate space for maneuvering, its positive economic fundamentals and long-term trajectory remain unchanged. China will stick to the basic national policy of opening up and build a fair, transparent, stable and predictable development environment for enterprises of all countries. China welcomes Russia’s small and medium-sized enterprises to invest and start business in China, and share the opportunities and results of China’s prosperity and progress.

Arkady Dvorkovych stated in his speech that small and medium-sized enterprises play a crucial role in Russia-China economic and trade cooperation. The enterprises of the two sides should take the docking of the Eurasian Economic Union with the Silk Road Economic Belt as an opportunity to seek new growth points in the fields such as energy, aerospace, telecommunication, shipbuilding, high-speed rail, transport, agriculture and cooperation between adjacent areas. Russia will further remove barriers in the aspects such as investment access, property rights protection and taxation policy, so as to create sound conditions for the cooperation between small and medium-sized enterprises of the two countries.

Zhang Gaoli also met with Chairman Alexey Borisovich Miller of Gazprom.
