Li Keqiang Holds Talks with Prime Minister Temir Sariyev of Kyrgyzstan, Stressing to Comprehensively Deepen Practical Cooperation to Better Benefit the Two Peoples

On the afternoon of December 16, 2015, Premier Li Keqiang held talks at the Great Hall of the People with Prime Minister Temir Sariyev of Kyrgyzstan who was in China for an official visit and attendance of the 14th Prime Ministers' Meeting of Member States of the Shanghai Cooperation Organization (SCO).

Li Keqiang expressed that China and Kyrgyzstan are friendly neighbors linked by mountains and rivers, with time-honored exchanges between the two peoples. The Chinese side always views the development of China-Kyrgyzstan relations from a strategic perspective, firmly supports the independence, sovereignty and territorial integrity of the Kyrgyz Republic, and respects the development path chosen independently by the Kyrgyz people. The Chinese side stands ready to further consolidate political mutual trust and comprehensively deepen practical cooperation with Kyrgyzstan, in a bid to push bilateral relations for new development.

Li Keqiang pointed out that we are ready to, together with Kyrgyzstan, give play to the economic complementary advantages, maintain the sound momentum of economic and trade cooperation, and further optimize trade structure. The two countries should actively discuss the launching of cooperation in production capacity, investment and other fields. China has the willingness of providing technology and production equipments to Kyrgyzstan to help the country speed up its industrialization process and independent and sustainable development. The two sides should accelerate cooperation in infrastructure construction, resume as early as possible the working group meeting on the China-Kyrgyzstan-Uzbekistan railway project, advance the construction of major projects including the North-South Highway and the highway around the Issyk Kul Lake in Kyrgyzstan, and actively carry out construction of cross-border transportation passageway and port cooperation mechanism. The two countries should enhance cooperation in agriculture, energy and other areas, and expand people-to-people and cultural exchanges, so as to let the two peoples benefit more from bilateral cooperation.

Li Keqiang stressed that in the current context of complex and grim international and regional security situation, China and Kyrgyzstan need to reinforce law-enforcement and security cooperation, jointly cope with the threat of terrorism, crack down on transnational organized crimes, and safeguard peace and tranquility in the region, so as to foster a good environment for economic growth.

Li Keqiang said that Kyrgyzstan will host the 15th Prime Ministers' Meeting of Member States of the SCO next year. The Chinese side is willing to cooperate closely with the Kyrgyz side to seize the current new opportunity of regional cooperation to continually push construction of the SCO and practical cooperation among the SCO member states to a higher level.

Temir Sariyev congratulated China on its successful hosting of the 14th Prime Ministers' Meeting of Member States of the SCO, and expressed that with profound traditional friendship, Kyrgyzstan and China are close neighbors with good-neighborly and friendly relations. Developing relations with China is a priority of diplomatic policies of the Kyrgyz government. Kyrgyzstan appreciates and welcomes China's launch of investment cooperation in transportation, energy, social facility construction and other areas in Kyrgyzstan. Kyrgyzstan has the willingness to align its development strategy with China, actively carry out cooperation in production capacity, promote major project cooperation in infrastructure construction and other fields, implement as soon as possible the China-Kyrgyzstan-Uzbekistan railway project, expand bilateral trade and strengthen counter-terrorism and security cooperation, so as to push bilateral strategic partnership for further development.

Before the talks, Li Keqiang held a welcoming ceremony for Temir Sariyev at the North Hall of the Great Hall of the People. Chen Xiaoguang, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), was present.

After the talks, the Chinese Premier and the Kyrgyz Prime Minister together signed a joint communiqué between the governments of China and Kyrgyzstan, and witnessed the signing of several documents on bilateral cooperation in finance, culture, energy and other fields.
