Li Keqiang Chairs 14th Meeting of Prime Ministers of SCO Member Sates

On the morning of December 15, 2015, Premier Li Keqiang chaired the 14th meeting of Prime Ministers of Member States of the Shanghai Cooperation Organization (SCO) at the Zhengzhou International Convention and Exhibition Centre, and had in-depth discussions with the participating leaders on new thoughts and new methods of jointly meeting external challenges and risks and promoting common development and prosperity under new circumstances. Prime Minister Dmitry Medvedev of Russia, Prime Minister Karim Masimov of Kazakhstan, Prime Minister Temir Sariyev of Kyrgyzstan, Prime Minister Kokhir Rasulzoda of Tajikistan, First Deputy Prime Minister Rustam Azimov of Uzbekistan, and Prime Minister Nawaz Sharif of Pakistan, Chief Executive Officer Abdullah Abdullah of Afghanistan, Deputy Prime Minister Tserendash Oyunbaatar of Mongolia, Minister of State Vijay Singh of India, Minister of Information and Communications Technology Mahmoud Vaezi of Iran, President Representative of Belarus and representatives from other observer states attended the meeting.

Li Keqiang said that over the past 14 years since its establishment, the SCO has gone through an extraordinary journey. It always holds the purposes of equality, mutual trust and win-win cooperation, and has made important contributions to enhancing the well-being of the member states and maintaining regional stability. President Xi Jinping attended the Ufa Summit this July, and adopted the “Development Strategy of the Shanghai Cooperation Organization by 2025” and planned the roadmap for medium- and long-term cooperation with leaders of other countries. The SCO has officially launched the enlargement process, and its own development has entered a new stage.

Li Keqiang pointed out that currently the global challenges that the international community needs to deal with are unprecedented, with a lack of momentum for world economic growth, a downward pressure on many countries’ economy, more complex factors to international and regional situation, and new geopolitical crises in constant ferment. The SCO member states are located in the juncture of the Eurasian continent. Whether the region can achieve lasting peace and long-term stability not only concerns the direct interests and well-being of peoples in countries of the region, but will also exert great influence on world peace, stability, prosperity and development.

Li Keqiang emphasized that China is willing to promote the docking between the building of the Silk Road Economic Belt and the SCO states’ development strategies as well as mechanisms such as the Eurasian Economic Union to boost openness, inclusiveness and sharing of development in the region. Based on our attention to the three major traditional areas of security, economy and people-to-people and cultural engagement, we should focus on enhancing the six major cooperation platforms of the SCO, namely, consolidating the security cooperation platform, establishing a production capacity cooperation platform, accelerating the construction of the connectivity platform, innovating in the financial cooperation platform, building a regional trade cooperation platform and forging a cooperation platform on social affairs and people’s livelihood, so as to promote the friendly cooperation of all parties for concrete achievements. We believe that as long as all parties continue to uphold the “Shanghai Spirit” and join hands to make unremitting efforts, we can definitely promote the SCO cooperation in various fields to a new stage and create more well-being for peoples of all countries.

The participating leaders fully appreciated the SCO’s important influence and cooperation achievements, and said that in the face of new global political and economic challenges, to further deepen the SCO practical cooperation is of great significance to promoting regional stability and development. The parties concerned in the SCO are willing to cooperate in unity, accelerate the docking of development strategies, earnestly implement the consensus and initiatives that have been reached, make good use of various cooperation mechanisms, give play to complementary advantages and cooperation potentials, strengthen cooperation in connectivity and production capacity, and expand cooperation in various fields such as infrastructure construction, trade, finance, and people-to-people and cultural engagement, so as to promote their development and regional prosperity.
