Xi Jinping Holds Group Meeting with CEEC Leaders Attending 4th Summit of China and CEEC

On November 26, 2015, President Xi Jinping held a group meeting at the Great Hall of the People with leaders of the 16 Central and Eastern European countries (CEEC), who were in China for the 4th Summit of China and the CEEC.

Xi Jinping appreciated the active efforts of the CEEC governments in promoting the 16+1 cooperation between China and the CEEC. He pointed out that since the establishment of the 16+1 cooperation mechanism, an all-round, wide-ranged and multi-level cooperation pattern has been formed, a new path for developing China's relations with its traditional friendly partners has been opened up, an innovative practice for China-Europe relations has been adopted and a new platform of South-South cooperation featuring characteristics of South-North cooperation has been set up. In the next stage, China and the CEEC should enhance mutually beneficial cooperation in all areas in the spirit of mutual benefits, win-win results, openness and inclusiveness. First is to fully connect the 16+1 cooperation with the "Belt and Road" construction. China welcomes the 16 countries to jointly participate in the "Belt and Road" construction in the principle of co-consultation, co-construction and sharing so as to realize common development and common prosperity. China supports China-Europe connectivity cooperation to yield results as early as possible under the framework of the 16+1 cooperation. Second is to realize comprehensive docking between the 16+1 cooperation and China-EU comprehensive strategic partnership. China firmly backs the European integration process and hopes Europe maintain solidarity, stability and prosperity. The 16+1 cooperation is an important part of and beneficial supplement to China-EU comprehensive strategic partnership and can completely make its due contributions to the building of the four major partnerships of peace, growth, reform and civilization between China and the EU. Third is to effectively dock the 16+1 cooperation with each other's development strategies. Given the high degree of consistency between the goals of China and the CEEC in development concepts, practical cooperation, improvement of people's livelihood and other aspects, it is in the common interests of all parties to enhance cooperation. China supports connecting the 16+1 cooperation with each other's development processes so as to link up development plans and strategies, turn each other's cooperation needs into tangible cooperation projects and thus realize mutual complementarity and common development.

Xi Jinping stressed that China attaches great importance to the recent refugee issue and believes that the EU and relevant countries can unite as one to address it. China will enhance communication and cooperation with all parties including the CEEC to jointly and properly solve the refugee issue.

President Andrzej Duda of Poland, Prime Minister Aleksandar Vucic of Serbia, Prime Minister Laimdota Straujuma of Latvia and other CEEC leaders present at the meeting expressed that the CEEC and China enjoy traditional friendship and both are now facing the identical task of economic transformation and development, therefore, the 16+1 cooperation provides a new platform for more extensive cooperation between the CEEC and China. The Central and Eastern European countries enjoy huge cooperation potential with China in such fields as industrial modernization, energy-conservation, environmental protection, transportation, logistics and infrastructure and support and will take an active part in the "Belt and Road" construction.

Following the meeting, Xi Jinping and President Andrzej Duda of Poland, Prime Minister Aleksandar Vucic of Serbia, Prime Minister Bohuslav Sobotka of the Czech Republic, Prime Minister Boiko Borisov of Bulgaria and Deputy Prime Minister Ľubomír Vážny of Slovakia witnessed the signing of the intergovernmental memorandums of understanding on jointly constructing the "Belt and Road" between China and the 5 countries.
