Xi Jinping Meets with President Vladimir Putin of Russia

On November 9, 2014, President Xi Jinping met with President Vladimir Putin of Russia at the Diaoyutai State Guesthouse.

Xi Jinping pointed out that since the beginning of this year, I have maintained close communication with you, enhancing top-level design and strategic guidance with regard to the development of China-Russia relations and cultivating the evergreen of China-Russia friendly cooperation, and we have achieved fruitful results. The bilateral trade volume and two-way investment have been continuously growing, and cooperation in a group of major projects such as the East Route natural gas pipeline and the increased supply of crude oil along the East and West routes has gained important progress. Practical cooperation has switched toward a new model of joint research and development, application popularization, and production. The people-to-people and cultural exchanges have been booming, and the coordination and cooperation in international affairs have become closer and more effective. There have been growing calls in both countries supporting the development of the China-Russia comprehensive strategic partnership of coordination. It indicates that our established policies on the development of the bilateral relations are in line with the will of the two peoples as well as the advancement of the times, and represent an irreversible trend. No matter how the international situation changes, we should stick to the priority of the development of China-Russia relations in each country’s diplomacy, constantly enhance political and strategic mutual trust, and keep expanding and deepening the all-round cooperation.

Putin said that he completely agrees to the comment of President Xi Jinping on Russia-China relations. Both sides have powerfully pushed forward the development of the Russia-China comprehensive strategic partnership of coordination, with political dialogue deepened continuously, energy cooperation progressing smoothly, and economic and trade cooperation achieving more tangible fruits. The two sides have closely coordinated in international affairs and effectively safeguarded the global and regional security and stability. He believes that today’s meeting will inject new impetus into the development of Russia-China relations.

The two heads of state unanimously held that under the new circumstances, China-Russia practical cooperation is closer and covers more fields. Strengthening energy cooperation is of great significance to safeguarding energy security of the two countries. Both sides should advance the construction of the East Route natural gas pipeline as scheduled, initiate the West Route natural gas project as early as possible, actively discuss cooperation in major oilfield projects, and discuss new cooperation projects of nuclear power and hydropower. The two sides also agreed to enhance cooperation in high-speed railway, high technology, aerospace, finance and other fields.

The two heads of state required the relevant departments of both sides to well implement the Plan of China and Russia for Jointly Holding Activities to Celebrate the 70th Anniversary of the Victory of World War II, and to take this as an important opportunity to jointly safeguard the outcome of the victory of World War II as well as the post-war international order.

The two heads of state agreed to maintain communication and coordination to jointly promote for the success of the 22nd Asia-Pacific Economic Cooperation (APEC) Informal Leaders' Meeting.

The two sides also exchanged views on international and regional issues of common concern.

The two heads of state jointly witnessed the signing of a series of bilateral cooperation agreements, including the Memorandum on Cooperation in Supplying Natural Gas to the People’s Republic of China from the Russian Federation through the China-Russia West Route Natural Gas Pipeline and the Framework Agreement Between China National Petroleum Corporation and Gazprom on Supplying Natural Gas to China from Russia through the China-Russia West Route.
