Li Keqiang Attends and Addresses the Opening Ceremony of the Third Moscow International Forum for Innovative Development "Open Innovations"

In the morning of October 14 local time, Premier Li Keqiang attended the opening ceremony of the third Moscow International Forum for Innovative Development "Open Innovations" along with Prime Minister Dmitry Medvedev of Russia in Moscow, and delivered a speech entitled "Achieving Common and Inclusive Development Through Innovation".

Li Keqiang said that the current world is undergoing major transformation and major adjustment, pressing for innovation in a wider range and at a deeper level. All the countries should join hands and share experience in reform and innovation, and solve the developmental difficulties through cooperation and innovation, so as to promote common and inclusive development.

Li Keqiang stressed that China's opening-up is the innovation of the largest scale in the world and has scored tremendous achievements. But China is still the largest developing country. In order to achieve greater and better development, the key is to further emancipate our mind and stick to the path of reform and innovation. We should eliminate the barriers constraining innovation, build the "innovative government", and through streamlining administration and delegating power to the lower levels, make room for the market and lower the threshold of market access. We should construct a mechanism stimulating and encouraging innovation and deepen the reform of the scientific and technological system, so as to provide innovators with greater autonomy and reward innovators and inventors for what they deserve. We should create an innovation-protecting environment, continuously perfect the legal system, standardize the market environment and maintain the market order. We should forge an innovation-driven economy, support enterprise innovation, tap tremendous potential of domestic demand through innovative methods, and promote the structural optimization and upgrading.

Li Keqiang said that China's innovation is open innovation, and we are willing to conduct mutually beneficial and win-win innovative cooperation with other countries. No matter what stage China is developed into, we should learn from each other with and get advanced technology and management experience from foreign countries.

Li Keqiang said that President Xi Jinping and President Vladimir Putin had a successful meeting in Shanghai this May. Yesterday I held a meeting with Prime Minister Dmitry Medvedev, achieving fruitful results. China-Russia cooperation is long-term, stable and all-round cooperation. The two countries are the biggest neighbors for each other. Both being big emerging markets and big countries of science and technology, the two countries enjoy great potential in innovative cooperation. China and Russia are also big countries with time-honored history and civilization. The bilateral cultural exchanges and mutual learning will inspire more sparks of innovation. The two sides should further strengthen cooperation in strategic large-scale projects, deepen non-governmental and regional connection and cooperation, become more flexible in the approaches of supporting cooperation between small and medium-sized enterprises, and implement the mechanism of promoting innovative cooperation, so as to uplift the cooperation to a higher level.

In the end, Li Keqiang said that the young people are the richest in innovative dreams and passion. The youth of Russia and the world at large are welcome to attend the Innovation and Entrepreneurship Competition of China to be held next year, to which the Chinese government will provide strong support. China is willing to work with Russia to jointly well hold the Youth Friendly Exchanges Year next year.

Medvedev said in his speech that innovative cooperation is the priority of Russia-China cooperation. Russia will increase inputs to promote the cooperation projects between the two countries in such fields as high-tech, information, and industry, support small and medium-sized enterprises, science and research institutions, as well as institutions of higher learning from the two countries strengthening exchanges and cooperation, and work with China to build a special economic zone, so as to promote the common development of the two countries.

Premier Li Keqiang and Prime Minister Medvedev also answered questions on the spot.

The third Moscow International Forum for Innovative Development was sponsored by the government of the Russian Federation. China attended as the only "partner country" upon Russia's invitation. Attending the opening ceremony were about 800 people from the communities of science and technology, investment, economic and trade, and education of various countries around the world.
