Premier Li Keqiang Attends and Addresses Seventh China-Germany Economic and Technical Cooperation Forum

In the afternoon of October 10 local time, Premier Li Keqiang attended the seventh China-Germany Economic and Technical Cooperation Forum in Berlin along with Chancellor Angela Merkel of Germany, and delivered a speech entitled "Renewing the Golden Season of Cooperation in the Open Atmosphere".

Li Keqiang said that during President Xi Jinping's visit to Germany this March, China and Germany established the all-round strategic partnership. The China-Germany relationship has become increasingly mature with the economies deeply integrated, forming a community of common interests featuring mutual inclusiveness.

Li Keqiang stressed that opening-up to the outside world is a fundamental state policy of China, concerning the development of the country and the destiny of the nation, and we will stick to it unswervingly. China's opening-up is characterized by better proactiveness, greater depth and higher level, with expansion from the eastern coastal areas to the inland and border areas in terms of geographical coverage, opening-up of the manufacturing industry at a high level as well as acceleration of the opening-up of the service industry in terms of lines of industry, and focused attention on the parallel development of bringing in and going out in terms of development approach. China's opening-up is characterized by a more standard, fairer and more transparent business environment. Both foreign-funded and domestic-funded enterprises are parts of China's economy, and we treat them equally in market access, policy support as well as protection of legitimate rights and interests. China's opening-up is mutually beneficial and reciprocal as well as win-win and multi-win, benefiting both the country itself and the whole world at large. China will continue to pursue a mutually beneficial and win-win strategy of opening up, and build an open and fair global big market along with other countries.

Li Keqiang said that China has conditions and capabilities to achieve the goal of economic growth of about 7.5% this year and keep it in a reasonable range. As long as China achieves relatively full employment, continued increase in resident income, and constant improvement of quality and benefit, it is acceptable that economic growth is a bit higher or lower than 7.5%.

Li Keqiang said that China-Germany cooperation has no ultimate but only upgraded edition. The two sides strengthening innovative cooperation can create more favorable conditions for the economic development and prosperity of the two countries. Through learning from each other, the two countries can analyze and solve problems with wisdom and initiate a better future.

Merkel said in her speech that Germany-China cooperation stands not only from the present, but also from the long run. Germany and China establishing and developing an innovative partnership would inject fresh impetus into the bilateral cooperation and their respective development. Germany is a trustworthy investment destination for Chinese enterprises, and will provide a favorable investment environment for Chinese enterprises. She hoped that the businesses of the two countries further strengthen mutually beneficial cooperation, and make positive contributions to the development of the bilateral relations.

The seventh China-Germany Economic and Technical Cooperation Forum was co-sponsored by the National Development and Reform Commission of China and the Federal Ministry for Economic Affairs and Energy of Germany. Present were about 600 people including senior officials from the Chinese and German governments as well as people from economic communities of the two countries.
