Vice Foreign Minister Liu Zhenmin Attends a Series of Senior Officials' Meetings for East Asia Cooperation

From August 6 to 7, 2014, Vice Foreign Minister Liu Zhenmin led a delegation attending the China-ASEAN (10+1)Informal Senior Officials' Meeting, the ASEAN-China, Japan, ROK (10+3) Senior Officials' Meeting and the East Asia Summit Senior Officials' Meeting in Nay Pyi Taw, Myanmar. During the meetings, Liu Zhenmin met respectively with senior officials from ten ASEAN countries and representatives of relevant countries, exchanging in-depth views on promoting China-ASEAN relations and regional cooperation and so on. These senior officials' meetings were to prepare for the upcoming series of Foreign Ministers' meetings on East Asia cooperation.

During the China-ASEAN (10+1)Informal Senior Officials' Meeting, Liu Zhenmin reiterated the Chinese government's policy toward ASEAN, stressing that ASEAN is a priority in China's neighboring diplomacy, and that China supports the building of the ASEAN community and the role played by AESAN in East Asia cooperation. The participants at the meeting mainly exchanged views on promoting the implementation of the "2+7 cooperation framework" proposed by the Chinese leaders, and expressed their willingness to enhance communication and coordination, jointly push forward the discussion and signing of the Treaty of Good-Neighborliness and Friendly Cooperation Between China and ASEAN Countries, launch the negotiation on the upgraded version of the China-ASEAN Free Trade Area, prepare for the establishment of the Asian Infrastructure Investment Bank, join hands to build the 21st Century Maritime Silk Road and a closer China-ASEAN community of common destiny, and promote the comprehensive development of the China-ASEAN strategic partnership.

Regarding the South China Sea issue, China and ASEAN countries spoke positively of the positive progress achieved in implementing the Declaration on the Conduct of Parties in the South China Sea, and reaffirmed their commitment to implementing the Declaration in a comprehensive and effective manner, strengthening practical maritime cooperation, and actively facilitating the consultation on the "Code of Conduct in the South China Sea" on the basis of consensus. All parties stressed that they will continuously stick to the concept of "dual-track", namely the specific disputes should be resolved by parties directly concerned through consultations and negotiations and China and ASEAN countries should join efforts safeguarding peace and stability in the South China Sea. All parties agreed to enhance dialogue and consultation for safeguarding peace and stability in the South China Sea with a "looking ahead" attitude.

At the ASEAN-China, Japan, ROK (10+3) Senior Officials' Meeting, Liu Zhenmin said that the 10+3 cooperation is the main channel for East Asia cooperation. All parties should intensify the endogenous power of the 10+3 countries, tap cooperation potential and deepen practical cooperation in fiscal and financial, economic and trade, food security, connectivity, social, people-to-people and cultural and other fields. The participants at the meeting said that the leading role of the 10+3 countries in East Asia cooperation should be fully played and the Work Plan 2013-2017 for 10+3 Cooperation should be well implemented so as to promote East Asian countries for the establishment of the East Asian economic community by the end of 2020.

At the East Asia Summit Senior Officials' Meeting, Liu Zhenmin expressed that all parties should adhere to the "leader-led" nature of the strategic forum of the East Asia Summit, stick to existing principles such as insisting on ASEAN's leading role, reaching consensus through consultation and making all parties comfortable, promote cooperation in such key fields as energy, environmental protection, education, finance, public health, disaster management and ASEAN connectivity, establish a "common, comprehensive, cooperative and sustainable" Asian security concept, and discuss the establishment of a security cooperation architecture which conforms to the reality of the region and meets the demands of all parties. All parties agreed to submit the Action Plan to Implement the Phnom Penh Declaration on EAS Development put forward by China to the Foreign Ministers' Meeting for approval, properly address the sensitive issues and work together promoting peace, stability, development and prosperity in the region.
