Yang Jiechi Attends the Local Leader Symposium of the Upper and Middle Reaches of the Yangtze River and the Federal District along the Volga River Bank in Russia

On June 23, 2014, State Councilor Yang Jiechi and Plenipotentiary Envoy Mikhail Babich of the Russian President attended and co-chaired the Local Leader Symposium of the Upper and Middle Reaches of the Yangtze River and the Federal District along the Volga River Bank in Samara, Russia.

Yang Jiechi said that to expand bilateral cooperation between non-adjoining regions is an important development direction of the practical cooperation between China and Russia. Since last May’s symposium in Wuhan, the two regions have established a contact mechanism in work, made cooperation plans including one hundred and fifty-three preferential programs concerning investment and people-to-people and cultural engagement, conducted large-scale people-to-people and cultural activities such as youth exchange activities, and made active efforts to promote direct flights, mutual establishment of consulates and other work. Cooperation between the two regions has started from scratch, developed gradually and entered into a stage of substantial cooperation.

Yang Jiechi said that the China-Russia comprehensive strategic partnership of coordination has entered into a new stage of development. The convening of this symposium is an important measure to implement the results of the meeting in Shanghai this May between President Xi Jinping and President Vladimir Putin and to expand cooperation between the two regions. As both the Upper and Middle Reaches of the Yangtze River and the Federal District along the Volga River Bank boast a relatively strong economy, advanced science and technology and rich humanistic connotations, both sides should make full use of their complementary advantages to achieve mutual benefits and win-win results. Both governments and enterprises of the two regions should positively hold talks to implement specific cooperation projects and strive to achieve early stage results at an early date. Meanwhile, people-to-people and cultural exchanges between the two regions should be vigorously conducted. The Chinese side is willing to invite one hundred and fifty young people from the Federal District along the Volga River Bank to take part in youth exchange activities in the Upper and Middle Reaches of the Yangtze River next year.

Babich said cooperation between the two regions fully displays the high level of the Russia-China comprehensive strategic partnership of coordination. Both sides should make full use of the established mechanisms and make great efforts to advance cooperation in investment, trade, science and technology and other practical fields and to expand exchanges in education, culture, tourism and other fields of people-to-people and cultural engagement so as to bring benefits to peoples from the two regions.

Local leaders of the two regions present at the symposium focused on the discussion about expanding and deepening bilateral cooperation in economy and trade, people-to-people and cultural engagement and other fields, reached important consensuses and signed a number of cooperation agreements.

On the same day, Yang Jiechi and Babich also paid a warm visit to representatives attending the youth forum of the two regions. Yang Jiechi encouraged the young people from both countries to learn from each other, make common progress, grow into successors of China-Russia friendship from generation to generation and constantly inject vitality into the common development of the two countries.
