Yang Jiechi Holds Heads-of-delegation Meeting of China-Viet Nam Steering Committee for Bilateral Cooperation with Deputy Prime Minister and Foreign Minister Phạm Bình Minh of Viet Nam

On June 18, 2014, State Councilor Yang Jiechi held a heads-of-delegation meeting of the China-Viet Nam Steering Committee for Bilateral Cooperation with Deputy Prime Minister and Foreign Minister Phạm Bình Minh of Viet Nam in Hanoi. Both sides had a frank and in-depth exchange of views on the China-Viet Nam relations and the current maritime situation.

Yang Jiechi comprehensively expounded on China's relevant principles and positions. He said that the Communist Party of China and the Chinese government always attach importance to the China-Viet Nam relations from a strategic and long-term perspective, and are willing to join efforts with the Communist Party of Viet Nam and the government of Viet Nam to promote a sound and stable development of China-Viet Nam comprehensive strategic partnership of cooperation.

Yang Jiechi pointed out that the China-Viet Nam relations are facing difficulties currently, resulting from Viet Nam's constant and illegal disruption for more than a month recently on the operation of China's drilling rig offshore the Xisha Islands. Yang Jiechi stressed that the Xisha Islands are an inherent part of China's territory, over which there is no dispute. The relevant operation of the Chinese company offshore the Xisha Islands is a natural continuation of the explorations at the same waters that have taken place for a decade, which is absolutely legal, reasonable and appropriate. China will take all necessary measures to safeguard its national sovereignty and maritime rights and interests, and ensure the safe and smooth running of the relevant operations.

Yang Jiechi said that concerning the current maritime issues, both sides should bear in mind the overall situation of safeguarding relations between the two parties and two countries, adhere to controlling the maritime situation, adhere to bilateral communication, adhere to the correct guiding of public opinion, eliminate all kinds of interferences, seek a proper solution through political and diplomatic efforts to stabilize the situation as soon as possible, and avoid the relevant issues being magnified, complicated or internationalized. The top priority now is that Viet Nam should stop disrupting China's operation, and stop hyping up the relevant issues and divergences or making new dispute. Viet Nam should properly handle the aftermath of the recent violent incidents of beating, smashing, looting and burning in Viet Nam and take effective measures to ensure the safety of the Chinese institutions, enterprises and personnel, so as to create necessary conditions and atmosphere for both sides to resolve the problems through consultation and to resume normal communication and cooperation in all fields as soon as possible. He hoped that Viet Nam focuses on the overall situation, meets China half way and promotes the China-Viet Nam relations to overcome difficulties and to continue developing in the right direction.

Phạm Bình Minh said that Viet Nam cherishes the traditional friendship between the two countries, hopes to continue maintaining and promoting bilateral cooperation in all fields, and is willing to join efforts with China to improve and develop the Viet Nam-China relations. Phạm Bình Minh expounded on Viet Nam's position and views on the maritime issues, and said that Viet Nam is willing to abide by the important consensus reached by the leaders of the two countries on properly handling the sensitive issues in the bilateral relations and avoiding making it disturb the overall relations between the two parties and two countries. Viet Nam is also willing to continue maintaining close communication with China on the current maritime situation, manage and control the tension, properly solve relevant problems, and show the world that Viet Nam and China are able to resolve differences in a peaceful way.

Both sides held that this meeting is candid and constructive.
