State Councilor Yang Jiechi Holds Telephone Talks with Deputy Prime Minister and Foreign Minister Pham Binh Minh of Vietnam at Request

In the afternoon of May 6, when holding telephone talks with Deputy Prime Minister and Foreign Minister Pham Binh Minh of Vietnam, State Councilor Yang Jiechi urged the Vietnamese side to stop interfering in the operation of Chinese enterprises in waters off Xisha Islands of China, refuted all the wrong words of the Vietnamese side, and clearly stated the firm position of the Chinese government and the people safeguarding the sovereignty of the Xisha Islands.

Yang Jiechi stressed, the Xisha Islands are the inherent territory of China. There is nothing arguable at all in this regard. Chinese enterprises operating in waters off China's Xisha Islands is absolutely within the sovereignty, the sovereign rights and the jurisdiction of China, and nobody has any right to interfere. The interfering actions of the Vietnamese side to the normal operations of the Chinese enterprises is a serious violation of the sovereignty, the sovereign rights and the jurisdiction of China. It is a serious breach of the consensus reached by both sides to maintain the stability on the sea and of the relevant agreements, as well as a serious violation of international law and to the opposite of the basic norms governing international relations. It damages the sound momentum of the improvement and development of China-Vietnam relations. The Chinese side is strongly dissatisfied and absolutely opposed to it. We solemnly urge that the Vietnamese side truly respects the just rights and interests of China, immediately stops the relevant actions of inteference, corrects its mistakes and takes practical actions to maintain the overall situation of the bilateral relations.

On May 2 and 4, Vice Foreign Minister Liu Zhenmin met with Vietnamese Ambassador to China Nguyen Van Tho and held telephone talks with Deputy Foreign Minister Ho Xuan Son of Vietnam respectively. Liu made solemn representations to the Vietnamese side on the unlawful interference in the operation of Chinese enterprises in waters off the Xisha Islands. Chinese Foreign Ministry also presented a formal note to the Vietnamese Ministry of Foreign Affairs, reiterating the solemn position of China and rebuffed the unreasonable representation from the Vietnamese side.
