Hon. Members of Parliament, Ministers, Permanent Secretaries,

Distinguished Representatives of Diplomatic Corps,

Friends from Media,

Specially Invited Guests,

Ladies and Gentlemen,

Good Evening!

I’m delighted to be with you to celebrate the 63rd Anniversary of the Founding of the People’s Republic of China in this nice breezy evening. On behalf of my wife Mrs. Wei Bo and other members of Chinese Embassy in Barbados, I would like to express our most sincere welcome to all the friends present here, and our special thanks go to the most distinguished guests, the Governor-General and the Prime Minister, your attendance amply demonstrates the profound friendship between China and Barbados and also between our two peoples.

Ladies and Gentlemen,

Since the founding of the People’s Republic of China 63 years ago, particularly since the reform and opening up, earthshaking changes have taken place in China, China’s economic, social and cultural developments have made great achievements. The comprehensive national strength of China has been enhanced significantly. China’s GDP has ascended to the 2nd place in the world. Since 2008, Chinese Government has effectively coped with international financial crisis, maintained steady and relatively fast economic growth. The living standard of the Chinese people has been raised significantly to a higher level.

This year, China's manned space docking mission between Shenzhou-9 spacecraft and Tiangong-1 lab module has achieved a complete success, China’s deep-sea submersible “Jiaolong” dived more than 7000 metres into the Mariana Trench and set the new deep sea dive record, the Chinese athletes obtained excellent results in London 2012 Olympic Games and Paralympics Games. These new vivid illustrations just mark the development and achievements of China which gives us every reason to be proud of.

China has been committed to an independent foreign policy of peace, and has been engaging with other countries to promote friendly and cooperative relations on the basis of the Five Principles of Peaceful Coexistence. As a member of the international community, China has great hope for the future world, and advocates the building of a harmonious world of durable peace and common prosperity. At the same time, China is firmly in upholding its core interests including state sovereignty and territorial integrity. With regard to the issue of state sovereignty and territorial integrity, there is no room for compromise.

We can see clearly that China’s development still faces tremendous difficulties and challenges. However, most importantly, the Chinese people have succeeded in finding a path of development conforming to China’s reality. This is a path of scientific, independent, open, peaceful, coorperative and common development. Later this year, the Communist Party of China will have the 18th national party congress. This is important because it will be convened during a key juncture of China's development. The congress will draw the blueprint and guide China's future development. Looking back at the past and looking ahead to the future, we are convinced that a prosperous and developing China, a democratic, harmonious and stable country under the rule of law, will make more contribution to the world.

Ladies and Gentlemen,

Not long ago, we celebrated the 35th Anniversary of the establishment of the China-Barbados diplomatic relations. On that special occasion, congratulatory messages were exchanged between Chinese Premier Wen Jiabao and Barbadian Prime Minister Freundel Stuart and between Chinese Foreign Minister Yang Jiechi and Barbadian Minister of Foreign Affairs and Foreign Trade Maxine McClean. They reviewed the great achievements in the past 35 years, drew a blueprint for the future of our bilateral relations and reached lots of consensus.

Since I assumed my post as the Chinese ambassador April this year, I have been much impressed by the sound friendship between our two countries and two peoples, as well as the great potentials for future development. Please allow me to take this opportunity to share with you some truly momentous examples.

In June, the high-level delegation of the Communist Party of China(CPC) led by Mr. Zhang Gaoli, member of the Political Bureau of CPC Central Committee and head of the CPC Tianjin Municipal Committee, visited Barbados. During the visit, Mr. Zhang held fruitful talks with Governor-General, Prime Minister, Speaker of the House, President of the Senate and Opposition Leader. Coincidentally, Barbadian Prime Minister the Hon. Freundel Stuart visited China the previous June. I believe the coincidence show high-level visits between two countries are frequent as visiting relatives.

In August, on behalf of our two governments, Foreign Minister Maxine McClean and I co-signed a new agreement on economic and technical cooperation. This was the follow-up of the visit by Chinese vice Minister of Commerce, Mr. Gao Hucheng, which demonstrate the new development of our bilateral practical cooperation.

In September, China and Barbados co-chaired the Fifth Consultation between Foreign Ministries of China and Caribbean Countries Having Diplomatic Relations with China, which scored lots of positive achievements in politics, economy, trade, culture, education, tourism and other fields.

In May and August, Shenzhen Aihua Art Troupe and Military Band of Chinese People’s Liberation Army visited Barbados successively. They were warmly welcomed by the Barbadian public. Music is a universal language. I was deeply touched by the spiritual resonance during these cultural exchanges.

For these months, I have paid courtesy calls on Prime Minister, Chief Justice, Leaders of Parliament, and Ministers and got in touch with other Barbadian friends. I was encouraged by their warmth, friendly attitude and high attention to China-Barbados relationship. I wish to take this opportunity to express my heartfelt thanks to all the friends for your longtime care and support to China's development and to China-Barbados relationship.

Ladies and Gentlemen,

I believe a better future of our bilateral relations requires our co-creation. Let’s redouble our efforts and advance our practical cooperation continually, to promote the welfare of our two peoples and to push our bilateral relations to a new level.

Now, I wish to propose a toast,

to the prosperity of our two countries and the well-being of the people,

to the everlasting friendship between our two peoples, and

to the health of all the distinguished guests,

Cheers!
